Good Governance Tour: What Journalists Saw and Heard in Kwara

Some projects of Federal Government Ministries like the Ministries of Transport and Water Resources as well as the Kwara State Government and some others were lined up for media inspection during their tour to Kwara State starting from Tuesday, 2nd October to Thursday, 4th October, 2012. With the projects inspected and done with, as well as the Town Hall Meeting which followed, the media, the Civil Society Organizations (CSOs), Federal Government officials and other stakeholders who followed on the media inspection and verification tour to Kwara State were not disappointed with the dividends of democracy in Kwara.

Beginning with the courtesy call on Governor, Alhaji Abdufatah Ahmed, the journalists on the tour saw the Eyenkorin Irrigation Scheme, which is meant to supply 5000 gallons of potable water to the host communities; the Kwara State end of the 3500 narrow gauge rail track rehabilitation which is underway across the country, a project of the Nigeria Railway Corporation under the Federal Ministry of Transport, with the Lots1 and 2 Lagos-Jebba-Kano rail line completed by the Federal Government; and the Kwara State's Government effort at developing aviation services through the Aviation College and Cargo Terminal of the Ilorin Airport.

Of the water project and considering the fact that water is a big challenge to upcountry place like Kwara State, Abubakar Aduragba, Managing Director of the Lower Niger River Basin Development Authority disclosed to the journalists that "Over one hundred hectares of land have been developed for irrigation under the Eyenkorin Irrigation Project." The tour team which visited on Tuesday, October 2, 2012 was also told that 12.5 hectares of the land would be put to use in the next one week and that the irrigation project would be serviced by 1.3 million cubic litres of water while 5000 gallons of potable water would be supplied from the dam to the host communities per day.

The Managing Director of the Lower Niger River Basin Development Authority stated that the Eyenkorin water project was meant not only to supply water and irrigate but also has "Fish ponds with the capacity to provide thirty tonnes of fish per annum with a prospect of creating about 1500 jobs under the irrigation project. The project, even though a constituency project of a Senator was fully completed by the Federal Ministry of Water Resources at a cost of N630 Million.

Of the rehabilitation of the narrow gauge rail track distribution across the country which the good governance tour team also inspected and had a train ride on, on the 3rd of October, 2012 to Offa, the Managing Director of the Nigerian Railway Corporation, Adeseyi Sijuwade said the project at the Kwara State end is part of the comprehensive rehabilitation of the railways across the country.

Sijuwade further disclosed to the tour team that twenty five new locomotives have been bought and deployed for passengers and freight services. He disclosed that the 488 kilometre Lagos to Jebba Rail track has been fully rehabilitated, certified and put to use; adding that the Jebba to Kano train services would commence operation before the end of 2012.

The Managing Director of the Nigerian Railway Corporation stated that the Lagos to Ilorin train services has capacity to convey six thousand passengers and freight per week on three return trips while the Minna to Kaduna service is fully functional. "Metro services in Kaduna and Lagos are fully in use. The 30 kilometre metro services in Lagos have increased from twelve to sixteen trips and convey sixteen thousand passengers per day", Sijuade stated.

In his remarks at the event, the Minister of Transport, Idris Umar disclosed that the National Good Governance Tour Team was boarding the train from Ilorin to Offa on same day it was heading for Lagos with passengers to afford the team the opportunity of interacting with crew and passengers and get their views on the state of the railway rehabilitation project across the country.

The Minister of Transport revealed that the rehabilitation of the railway between Minna and Ilorin has been completed and awaiting certification.

Also speaking, the Minister of Information, Labaran Maku observed that the railway transport system provides alternative route for the massive transit of goods and assured Nigerians that in the coming year, trains would be available for transportation from Lagos to Kano.

One delightful piece of news additional to the renewed passenger conveyance and freight capabilities of the renovated Nigerian railway services is that given by Engr. Sijuwade who disclosed that before the end of 2012, the newly acquired 20 pressurized tank wagons with a total of 900 ton carriage capacity will begin haulage of petroleum products from Lagos to the North. This has the advantage of mitigating the numerous constraints and dangers inherent in long distance haulage or bridging of petroleum products. Presently, NRC has has commenced freight train services for Lafarge Cement Company Limited from its Ewekoro/Lakatabu factory to Ijoko, Oshogbo and Ilorin over the past twelve months; said the MD.

Another of the delightful projects seen by the tour team was those of Kwara State Government in trying to bridge local manpower deficits in the aviation sub-sector.

The Kwara State Commissioner for Works and Transport, Abubakar Kanike told the tour team when they ware inspecting facilities at the International Aviation College, Ilorin on Wednesday, 3rd October, 2012 that the College is about the largest in Africa. He said that the State Government has spent about 1.2 billion naira on the building of a world-class Aviation College with facilities that include an I.T Centre, Maintenance Hanger, Simulator Rooms, Aircraft Parking Apron, Library and a Self Contained Hostel Accommodation.

Mr. Kanike sought the support of the Federal Government to enable the college achieve its expansion plan in complimenting the manpower development services of the Aviation College, Zaria, Kaduna State which he noted is the only institute providing aviation training in the country prior to the coming of the Aviation College in Kwara State.

He informed that the International Aviation College, Ilorin is not just a flight school, explaining that the long term objective is to award degree in professional pilot aviation management.

Kanike recalled that the IAC concept began in 2006 with the express purpose of offering Aviation training for airlines, oil and gas companies, government agencies and private personnel on a global level.

The Commissioner further disclosed that training of pilots commenced on 23rd January 2012 with the admission of 12 students into Standard Pilot Course 1. He said plans are underway to invest an additional 1 billion naira in the acquisition of five additional aircrafts to meet the growing demand for certified pilots in Africa.

The Head of Training in the College, Capt. Abdulkareem Nuhu said the Standard Pilot Course 1 Students completed the Ground School Training in May 2012 and graduated to flight school immediately. Commissioner Kanike stated that most of the students in SP1 have completed the Private Pilot License Programme and will soon commence the training for Commercial pilot license programme.

He said about twenty four students are presently undergoing training in the College. The College is on a 20 hectare land mass located very close to Ilorin International Airport.

Commending the progress so far, the leader of the National Good Governance Team and Minister of Information, Mr. Labaran Maku noted that the Aviation College would indeed compliment efforts in addressing the manpower development needs of the nation's Aviation Sector.

He equally backed the vision of boosting local content of pilots which he noted would scale up employment in the country especially for the teeming youths.
