Development is often measured by macroeconomic indicators such as Gross Domestic Product (GDP), internally generated revenue and investment inflows. For ordinary citizens, however, the true measure of progress lies in everyday realities-how quickly they can access healthcare, transport farm produce to markets, or travel safely between communities.

Infrastructure remains the backbone of economic growth and improved living standards. When Governor AbdulRahman AbdulRazaq assumed office in May 2019, Kwara State faced significant infrastructure challenges. Many communities outside Ilorin were cut off by poor road networks, limiting economic opportunities and access to essential services, while rapid urbanisation placed increasing pressure on the state's ageing transport infrastructure.

Seven years later, the state's landscape has undergone extensive transformation through strategic investments in roads, bridges and public infrastructure.

Urban Renewal and Improved Mobility

Among the administration's landmark projects are the General Tunde Idiagbon Flyover along the Tanke-University of Ilorin corridor, the Dr. Ibrahim Sulu-Gambari (Unity) Flyover, and the dualisation of Wahab Folawiyo Road. These projects have significantly eased traffic congestion and improved mobility within Ilorin.

Major roads, including Ibrahim Taiwo Road, Sulu-Gambari Road, Oja-Oba Road, and the Yebumot-Adeta-Oloje corridor, have also been reconstructed to enhance urban transportation.

According to official figures, the administration has completed 357.19 kilometres of roads, while 234.99 kilometres remain under construction, bringing the total road development portfolio to 592.16 kilometres. In addition, more than 160 interlocking road projects have improved accessibility across residential neighbourhoods.

Connecting Rural Communities

Beyond urban centres, the administration has prioritised rural connectivity to strengthen agriculture and rural commerce.

The 33-kilometre Ilesha Baruba-Gwanara Road in Baruten Local Government Area has improved access to markets and essential services for previously isolated communities.

Through the Rural Access and Agricultural Marketing Project (RAAMP)-a partnership involving the World Bank, the French Development Agency and the Kwara State Government-209.77 kilometres of rural roads are under construction alongside international market hubs in Ajase-Ipo, Alapa, and Kaiama to support agricultural value chains.

Kwara's implementation of the programme earned the state the World Bank's Overall Best in Counterpart Funding Performance Award among the 19 participating states.

Strategic Partnerships for Regional Growth

The administration has also leveraged partnerships with the Federal Government under the Federal Road Infrastructure Tax Credit Scheme to advance key regional projects, including the Eiyenkorin-Afon-Ojoku-Offa Road and the Lafiagi-Shonga-Bacita Road.

Kwara is also positioned to benefit from the proposed 1,068-kilometre Sokoto-Badagry Superhighway, with approximately 188 kilometres expected to pass through the state, potentially enhancing interstate trade and positioning Kwara as a strategic commercial hub.

Expanding Development Beyond Roads

Infrastructure development under the AbdulRazaq administration has extended beyond transportation.

The government has invested in projects such as the Kwara Garment Factory, Ilorin Innovation Hub, Sugar Factory Film Studio, and the Kwara Visual Arts Centre to stimulate industrialisation, innovation and the creative economy.

In healthcare, the conversion of General Hospital Ilorin into the Kwara State University Teaching Hospital (KWASUTH) has strengthened the state's tertiary healthcare capacity.

Public safety infrastructure has also received attention through improvements to the Kwara State Fire Service, which reportedly responded to 568 emergency incidents and helped save an estimated N17 billion worth of property between January 2022 and October 2025.

The administration has further introduced investments in Compressed Natural Gas (CNG) infrastructure and electric mobility initiatives as part of efforts to promote cleaner and more sustainable transportation.

Looking Beyond Construction

As the administration enters its final phase, attention is increasingly shifting toward preserving existing infrastructure and ensuring long-term sustainability.

By combining investments in transportation, healthcare, industry and public services, the AbdulRazaq administration has sought to create an enabling environment for economic growth, improve service delivery and strengthen Kwara State's long-term development prospects.

Whether measured by kilometres of roads constructed or by the ease with which residents access opportunities and essential services, infrastructure remains central to the state's broader development agenda.
