Kwara introduces performance contract
The State Head of Service (HOS), Alhaji Dabarako Mohammed, who dropped this hint while addressing newsmen at the Government House, Ilorin, said the essence of the concept was to make the Civil Service more effective and productive to withstand future contemporary challenges.
Alhaji Dabarako also said after the biometrix data exercise carried out by his office, no single ghost worker existed in the State Civil Service except for a few people who over stayed in service, pointing out that they have all been edged out.
Giving an overview of the concept of performance contract which he said attracts rewards, Alhaji Mohammed said Ministries and extra-ministerial departments are now require to set achievable and measurable medium term targets for desk officers.
According to the head of service, this was one of the outcome of the 3-day retreat convened by the administration of Governor Abdulfatah Ahmed at inception to rebrand the public service."It's no longer business as usual. Desk officers will now be assessed and promoted base on their verifiable performance and value added as opposed to the established years of service promotion", he said.
To drive the new concept further, he disclosed, that each ministry was tasked to set its own target goal in line with the process of achieving the 5-point agenda of government particularly as it affects Information, Communication Technology (ICT) training for Civil Servants.
Also speaking, Commissioner for Information and Communications, Prince Tunji Morohunfoye said Performance Contracting defines everything that the present administration intends to do in all sphares of governance with clearly set goals in terms of measurable deliverables.
Prince Morohunfoye described the process as a new concept in the history of governance in the country which intends to examine critical success factors and resource requirements of projects, adding that henceforth there will be time limit for projects completion.
On road projects to be executed, he said a total of 21 roads and 30 rural roads of about 374 kilometres are to be done by the State government between now and June ending.
He, therefore, used the occasion to appeal to fuel markers in the State to rescind their decision and resume lifting of fuel in order not to further inflict sufferings on the innocent people.
