Kwara speaker advocates new revenue sharing formula

Date: 2013-10-29

The need for a complete overhaul of the nation's revenue sharing formula to adequately address the financial challenges in States and Local Governments in the country has again been advocated.

The Speaker of the Kwara State House of Assembly, Barrister Razak Atunwa stated this today while featuring on a Radio Kwara interactive programme, ‘The Platform'.

Barrister Atunwa noted that it was expedient to revisit the imbalance in the revenue allocation for the three tiers of government in the country, stressing that the over concentration of the  nation's resources at the federal level, was inimical to meaningful  development in both states and local governments in the country.

The Speaker explained that this became imperative in view of the fact that both states and local governments were closer to the people, thus the need for sufficient resources.

Barrister Atunwa also emphasized the need for Nigerians to see themselves as one indivisible entity, noting with displeasure that discrimination, suspicion and ethno-religious bigotry had done incalculable damage to the nation's polity, thereby impeding the much anticipated accelerated development of the country.

Commenting on the performance of the State Legislative arm, he observed that the success recorded so far was consequent upon the cordial relationship between the legislature and the executive arm of the State.

He described the Governor Abudlfatah Ahmed led administration as  being committed to delivery of the dividends of democracy to Kwarans,  stressing that the people's support for his leadership was evident in the  just concluded local government polls across fifteen local government  areas of the state, where the People's Democratic Party had a landslide  victory.

The Speaker described the proposed national conference as diversionary and unnecessary at this time when attention he said should be focused on good governance to make democracy more meaningful to an  average Nigerian.

Barrister Atunwa described women's participation in politics as commendable and urged them not to relent in contributing their quota to the emancipation of the country.

The Speaker, attributed the significant development in the state to the harmonious relationship between the Legislative and Executive arms of government.

Barrister Atunwa observed that the cordiality between the two arms of government was sequel to their commitment to ensuring good governance in the interest of all Kwarans.

He noted that in Kwara State, there exist an internal appraisal and conflict resolution mechanism  in running the affairs of government unlike other states where there is  always a rancour between the two arms of government .

He described fisticuffs in some Houses of Assembly as condemnable, stressing that it  negates the ethics and ethos of the legislature.

Commenting on developmental projects across the state, Barrister Atunwa commended the  state executive arm for judiciously expending the resources at its  disposal, describing various executions of projects across the state as  quite impressive.

He however, pointed out that constituency projects are not one of the functions of the legislature, reiterating the lawmakers were only mandated by the constitution to make laws, monitor its implementation and embarking on oversight functions to ensure compliance with resolutions adopted on any issue in the interest of the masses.

Speaking on the Nigerian Media, Barrister Atunwa observed that the media had come a long way in impacting positively in the lives of Nigerians through objective and timely reportage of events.

He described the Media as a formidable platform, which have entrenched the principles of democratic governance in the country for meaningful advancement in the polity.

The Speaker therefore, urged the media to intensify their efforts towards maintaining the ethics of the profession.

Callers on the programme, particularly Conference of Nigerian Political Parties commended the Speaker and other members of the  legislative arm of government in the state for providing a platform for  good governance of the state and charged them to sustain the tempo to fast  track the socio-economic and political emancipation of the country.
